Introduction of the China Association for the Promotion of Industrial Development
The China Association for the Promotion of Industrial Development (CAPID) has been officially established on January 12, 2006 upon the approval of the leaders of the State Council and upon the registration by the Ministry of Civil Affairs, with a view for the National Development and Reform Commission to implement the spirit of the 16th National Congress of the Communist Party of China (CPC) on accelerating the cultivation and establishment of intermediate agencies that have functions of social service and social monitoring, promoting scientific decision-making in formulating development strategies and plan for key industries of the national economy, and promoting industrial development in China. The CAPID is a national association formed on a voluntary basis by domestic and foreign research organizations focusing on China’s industrial development and industrial policies as well as domestic large-scale enterprise that play a leading role in their respective industries.
The CAPID is a non-profit national association possessing the qualification ofaggregate corporationupon the registration by and under the supervision of the Ministry of Civil Affairs. It has been under the jurisdiction of the National Development and Reform Commission (NDRC).
The Mission of CAPID is to
Strengthen the relation between the government and enterprises, promote industrial development, and serve as bridge and platform for communicating industrial development information and industrial policies; help members gain an understanding of industrial policies, industrial development strategies and plans, channel relevant recommendations and suggestions to government departments, facilitate information exchange between the government and members, among members and between members and non-members; provide government, enterprises and experts with a platform for regular high-level communication on industrial policies, industrial development strategies, industrial development plans and other relative issues.
The scope of CAPID activities is as follows:
1.Publicize and implement laws, regulations and policies of the State and those of the Communist Party of China (CPC), timely communicate information, strive for the guidance and support from relevant departments of the government and to promote industrial development;
2.Monitor the implementation of industrial policies and industrial development trends, study and explore industrial policies and issues of industrial development, carry out research on key issues and put forward policy recommendations, report members’ suggestions and opinions through various channels;
3.In response to the requirements of members and government departments, carry out review and research, hold seminars on specific issues and provide consultation services;
4.Hold annual meeting, regular and non-regular seminars as well as other academic discussions, engage members in exchanges on industrial policies and development;
5.Enhance communication, cooperation and information exchange among members and achieve common development through the working network composed of CAPID, government departments, the business community and the academia;
6.In pursuit of its Mission, carry out various activities independently or in cooperation with other organizations, such as conferences and exhibitions, information exchanges, education and training programs, economic reviews, e-commerce, field studies and etc., so as to promote the common development of both enterprises and industries.
According to the scope mentioned above, the current main work includes:
(1)Timely convey the national industrial policies, industrial development strategies and plans to members by sufficiently utilizing the advantage of CAPID which is under the jurisdiction of the National Development and Reform Commission;
(2)Communicate fully with enterprise members about the newest industrial trends, investigate enterprises’ opinions and feed them back to the government;
(3)Provide favorable platform for the communication between enterprises and the government through the forum;
(4)Carry out research on the related subjects, and facilitate the government in formulating important policies;
(5)Implement follow-up investigation and evaluation on the important industrial policies, provide the relative information in time to the government;
6)Set up a think-bank, provide counsel to the members for enterprises’ development issues and any problems they may encounter;
(7)Sufficiently utilize CAPID’s advantages in information, channels and resources to advance resources conformity by communicating among enterprises and industries and to promote common development;
(8)Participate in the coordination of key problems emerged in regional industrial development;
(9)Set up the communication platform for exchanges with international industrial organizations and major international business and trading institutions by utilizing the resources possessed by us;
(10)Provide considerate service for the senior managers of members in life and work by utilizing the relevant service facilities of CAPID.
The Members of CAPID
Members of CAPID include common members, councilors and standing councilors. Common members enjoy the rights entitled by “The Constitution of China Association for the promotion of industrial Development” and should take on the relevant responsibility.
As the key member of the council, except for all the rights for the common members, councilors enjoy the rights of electing, being elected and voting; the rights of criticizing, suggesting and supervising the council’s ordinary work; the right of attending the conferences organized by council on industrial policies and development issues together with related governmental departments, the right of regularly attending discussions organized by government departments about main problems existing in industry development, the right of submitting suggestions and opinions for making the policies and strategies for national industry development and giving feed-back on their implementation; the right of knowing main information submitted by CAPID about the application for national key projects and governmental funds, the right of obtaining the authoritative instructions about industry development and supports from government; the right of getting information about latest domestic and international cooperation and investment from CAPID, the right of mandating CAPID to provide counsel on projects evaluation, company development strategies and they implementation as well as company restructuring, the right of being assisted by CAPID to build the communication channel and cooperate with international trade and economic organizations as well as foreign corporations; the right of joining in various activities organized by CAPID such as forums, exhibitions, intercommunions, education training programs, economic evaluation, electronic business, as well as domestic and foreign field visits etc., the right of being assisted by CAPID to arrange dialogues and discussions with government officials, academic experts and men of time in national and international commercial business circle; the right of being assisted by CAPID to build work net with governmental departments related, businesses circles and academia, and to promote the communication and cooperation with other CAPID members to seek joint development; the right of obtaining a VIP Silver Card of a five-star spa and leisure venue and the right of enjoying preferential prices in activities there, and furthermore, the right of being provided with the services of CAPID in traffic, entertainment ,conference arrangements and others in Beijing.
The obligations of council members include: abiding the industrial rules and regulations, as well as the Constitution of CAPID; implementing the decisions of CAPID; maintaining the reputation, rights and interests of CAPID; protecting the research results of CAPID; taking an active part in various activities about the industrial development arranged by CAPID; upon the commission of CAPID, providing convenience for other members in work and activities; caring for and supporting the development of CAPID and putting forward rational suggestions in time; and submitting membership fees on time.
Standing councilors are the core members of the CAPID, besides taking the rights and obligations of the common members and councilors, they also enjoy the rights of voting and proposing for important matters of CAPID and the priority in all the relative activities organized by CAPID, the right of being provided with comprehensive communication and effective counsel for projects of standing councilors which will be examined and approved, the right of arranging dialogues with the relative governmental departments. CAPID will also give free interior circulars to the standing councilors and arrange interior communications, present a VIP golden card of the five star spa leisure venue possessed by CAPID and the right of enjoying preferential prices in activities there, and furthermore, being provided with the services of CAPID in traffic, entertainment, conference arrangements and others in Beijing.
The influential enterprises and institutions that involve in china’s industrial development and industrial policy investigation, only if they accept the Constitution of CAPID, can apply for the membership of CAPID.
The Membership Fee of CAPID
The members of CAPID should hand in the membership fee before 1st March every year. For the common members: hand in the membership fee of 10,000 RMB once a year. And the fee also can be paid once for five years. For the councilors: hand in the membership fee of 50,000 RMB once a year, and the identity as councilors can be renewed 5 years later while the fee will be reduced to 10,000 RMB once a year after that. Also, the membership fee can be paid once for five years. For the standing councilors: hand in the membership fee of 200,000 RMB once a year. And the identity as standing councilors can be renewed 5 years later. And the membership fee will be reduced to 50,000 RMB once a year. Also, it can be paid once for five years.
